At last! The NH State House has finally heard our voices! On June 6, 2019 New Hampshire legislators voted YES on HB 504, officially making New Hampshire the 20th state to call on our US Congressional delegation to pass a constitutional amendment to allow Congress and the states to set reasonable limits on campaign funding and spending!
NH Voters Restoring Democracy is a non-partisan, grassroots group of NH voters who believe that excessive and secret money in our political elections is causing serious corruption and dysfunction in our governance, drowning out our voices, and dismantling our democracy. We also believe that a constitutional amendment is needed as a long-term and comprehensive solution to this corruption and dysfunction, as well as legislation for other, more short-term solutions. We are working closely with American Promise, a national leader in the grassroots movement to pass the 28th Amendment. Together we are working to urge our NH Congressional Delegation to work with us to pass the “Democracy for All” Constitutional Amendment(HJR 2 and SJR 51) as the 28th Amendment.

Currently on this webpage we are developing a list of Presidential candidates and NH public officials who have signed a pledge or made a public statement to commit to use their office to actively promoting an amendment to the US Constitution for the regulation of campaign funding and spending. You can see that list below.
You will also find information regarding the 2018 and 2019 voting records of NH legislators in Concord regarding bills for campaign finance and election reform. Note: Because legislator’s names are not automatically recorded on all votes, we are only able to give voting records on those bills which are taken by roll call. The bills are as follows:
- HB 1524 (2018) to call for an amendment to the US Constitution to regulate the role of money in elections and to prohibit gerrymandering (Bill did not pass & only House votes were recorded.)
- HB 1773 (2018) to establish a fund for clean campaign financing (Bill did not pass & only House votes were recorded.)
- HB 504 (2019) to call for an amendment to the US Constitution to regulate the role of money in elections and to prohibit gerrymandering (Passed in House and Senate making NH the 20th state to call for an amendment. Only Senate votes were recorded.) Please Note: Governor Sununu chose to ignore the will of the NH House, the NH Senate, and the NH people by vetoing HB 504. While we very much wanted to see Governor Sununu join us in calling for this constitutional amendment, we do not need his approval to make a formal call to our Congressional delegation. Constitutional amendments do not require the approval of the executive branch.
- HB 706 (2019) to establish an independent redistricting commission in NH to end gerrymandering (Passed unanimously in Senate, and passed in House without a roll call. Governor Sununu chose to ignore not only the will of the NH people and the NH House, but also the unanimous vote of the NH Senate by vetoing the amended version of HB 706.)
- HB 304 (2019) to establish a voluntary, small-donor, citizen-owned campaign funding system as an alternative to the current privately-financed, large-donor system (HB 304 has not yet been voted on. It has been re-referred, and will come up for a vote at the end of this year or in January of 2020.)
