June 4, 2026 – Today, U.S. Representative Tom Barrett announced the introduction of House Joint Resolution 191, the Constitutional Campaign Finance Reform Amendment, a constitutional amendment that would restore lawmakers’ ability to set reasonable rules for money in politics, while protecting free speech and making clear the legal distinction between people and artificial entities.

“Today’s introduction of Representative Barrett’s joint resolution marks a meaningful step towards reclaiming the American people’s freedom to decide the role of money in politics. For fifty years, Supreme Court decisions have steadily narrowed what voters, Congress, and the states can do to protect our elections from the influence of unlimited money. The result is a system nearly all Americans feel is broken.
“Representative Barrett’s proposed amendment would restore what was lost: the ability of voters and our elected lawmakers to set reasonable rules for money in elections, while protecting our sovereign interest in the freedom of speech. It would also give Congress and the states the power to distinguish between human beings and artificial entities — including AI systems — when it comes to election spending.
“What’s striking about this moment is the overwhelmingly cross-partisan agreement that something must be done. Twenty-five state legislatures — representing red, blue and purple states alike — have called on Congress to support this amendment, often with unanimous support.
“We thank Representative Barrett for heeding the growing call of Americans and our states to move this constitutional amendment forward.”
