Annapolis, MD–Jeff Clements, President of American Promise, a national cross-partisan non-profit organization dedicated to winning a 28thAmendment to overturn Citizens United v. FEC and set reasonable limits on election spending, to testifying support of the Amendment Constitution of the United States Proposed By Senate Joint Resolution 4 and House Joint Resolution 6before the Education, Health & Environmental Affairs Committee.
To date, 18 states and over 740 cities and towns have passed 28th Amendment resolutions with cross-partisan support, including resolutions in several Maryland communities. In 2012, a majority of Maryland legislators called on Congress to pass a 28th Amendment.
In 2016, voters in both California and Washington State approved ballot measures in support of a 28th Amendment.
Senate Joint Resolution 4 and House Joint Resolution 6 calls for a limited Constitutional convention as soon as two thirds of several states have applied. The convention would be limited to the introduction of one or more Constitutional amendments: affirming every citizen’s individual right to vote; reserving Constitutional rights to natural persons; or authorizing the regulation of contributions and expenditures intended to influence elections.
While American Promise does not hold a position on whether a limited Constitutional Convention is necessary or prudent, a 28th Amendment is urgent.
In his testimony, Jeff Clements states: “A 28thAmendment to the United States Constitution is urgent because we face a Constitutional crisis, not just a “campaign finance” problem. As former member of Congress and American Promise Advisory Council member James Leach (R-Iowa) has said, the Supreme Court’s decision in Citizens United v. Federal Election Commission is pushing America toward “corporatism and oligarchy,” where money rather than people rule.”
American Promise is leading a National Citizen Uprising, a50-state wave of action to prepare the nation, state by state to win the 28th Amendment.
