I will stand with all Americans, without regard to party or other differences, and urge all candidates and elected officials to do the same, in order to pass and ratify such a constitutional amendment as soon as possible.

Senate Majority Leader Kirk Cullimore Introduces Resolution to Protect State Sovereignty and Defend Elections from Foreign Influence

Senate Majority Leader Kirk Cullimore announced today the introduction of a resolution to support an amendment to the U.S. Constitution designed to restore the ability of states to regulate campaign finance laws and protect elections from foreign interference.

“With the increasing threat of foreign money and centralized control over election rules, it is time for Utah to assert its commitment to federalism and the integrity of our republic,” said Senate Majority Leader Cullimore. “This resolution affirms Utah’s support for an amendment that  empowers states like Utah to claim their rightful role in ensuring campaign finance laws reflect Utah values and not D.C.”

The amendment comes at a critical moment. According to The Problem of Foreign Money in Politics, a recent report by American Promise, foreign actors exploit gaps in the current campaign finance system to funnel money into elections, destabilizing the democratic process. Sophisticated dark money networks and foreign-funded organizations further erode voter trust and create vulnerabilities in state and federal elections.

The key impacts of such of the amendment include:

  1. Restoring State Sovereignty: The amendment allows states to determine how to regulate campaign contributions and spending, ensuring decisions reflect local values and priorities.
  2. Defending Against Foreign Influence: States and Congress can combat the alarming flow of foreign money and influence into elections by permitting stricter controls.

“Federalism is at the heart of this amendment,” Cullimore added. “Utah knows best how to protect its citizens from undue influence. This resolution strengthens our state’s ability to safeguard against threats from both domestic and foreign sources.”

The amendment also addresses the troubling findings outlined in the report, including cases where foreign adversaries such as China, Russia, and Iran have sought to manipulate U.S. elections through financial contributions, misinformation campaigns, and initiative funding. Under the current system, dark money organizations can funnel millions of dollars from foreign donors into key political initiatives, bypassing existing disclosure laws.

“Utahns overwhelmingly support taking action against the corrosive effects of dark money in politics and foreign interference in our elections,” Cullimore said. “Simply put, this resolution protects Utah and sets a precedent for states across the nation to reclaim their role as guardians of our republic.”

The resolution will be considered in the 2025 legislative session, signaling Utah’s leadership in a national movement to restore the balance of power between states and the federal government in campaign finance regulation.
